Afghan Independent Election Commission chairman Ahmad Yousuf Nuristani:
"The Independent Election Commission decided to extend the voting time for one more hour -- until 5:00PM [local time]. After that, if we find out that people couldn't vote due to crowds at the voting centers, poor roads and bad transportation, the time will be extended for as long as it takes -- even if it is until 7:00PM or 8:00PM. We will wait for the very last person to cast his or her ballot."
