Taliban authorities have hung four bodies of alleged kidnappers in a public square in the western Afghan city of Herat. The governor said the bodies had been hung in public on September 25 as "a lesson" to other would-be kidnappers. It came after a Taliban official warned that public executions and amputations would resume. Human Rights Watch and other rights groups have called such displays of public punishment "alarming."
