KABUL -- Afghanistan’s High Peace Council says it has held talks with a Taliban faction in the United Arab Emirates.

In a statement on February 22, the council said it had met in Dubai with a delegation organized by former Taliban Finance Minister Aga Jan Mohtism.

It said both sides agreed on the need for further dialogue.

In a statement issued to the Associated Press news agency, Mohtisim said the Dubai talks were held in an "atmosphere of peace and sincerity."

The Taliban have denied links to the faction in Dubai.

The meetings were part of Afghan-initiated efforts to restart peace talks aimed at bringing a negotiated end to conflict in the country ahead of the scheduled withdrawal of international combat troops by the end of 2014.
